Experts study and program design


The South Baltic Programme is a multilateral cross-border cooperation program between the European countries of the southern Baltic Sea. The core idea is to strengthen European cooperation with a focus on the promotion of networking projects of the Baltic Sea. In order to expand both the competitiveness and also a cultural and knowledge transfer between the neighbouring countries, sustainable, socially relevant issues are mainly in the areas of labour market, education, mobility, sustainable energy and environment protection, regional networks, logistics & transportation as well as communication & Culture Contact to clarify with innovative concepts of the partner regions.

With the announcement of the new strategic concept of the South Baltic Operational Programme by the Ministry of Infrastructure and Development in Poland, the HIE -RO Institute was successful in the tender award. Between September and December 2013, the Institute prepared a study (SWOT and socio-economic analysis ) for the South Baltic Cross-border Co-operation Programme. In a further step, the Operational Programme for the funding period 2014-2020 was developed in close cooperation with all relevant stakeholders and presented to the Programme Committee in March 2014 .

The knowledge and contacts established in the NUTS III regions position the HIE -RO Institute in an even stronger position in the context of its profile line - as a think tank, which makes a current, research-related contribution to regional development in the Southern Baltic region.

The South Baltic Programme involved in the European Union countries are Denmark, Germany, Lithuania, Poland and Sweden.
